Expected Results & Methodology

A preliminary step will consist into the critical review of best-practices. The comparison of them together with end-users' (e.g. CERT's) suggestions will allow to focus on elected methodologies. To the purpose of receiving indication and comprehend end-users' perspective a suited "round table" session will be organized at ENEA head-quarters in Bruxelles at the beginning of the project activity.

The main steps to be performed follow:

  1. Identify and classify the most relevant ICT networks and their elements (transport, inter-operability application and cooperative application) at the different layers of ICT network stack. Given the scope of the analyses, humans involved in ICT systems management and service end-users will be accounted for, as well as physical devices. Emerging technologies, forthcoming ICT operators, developing trends and related integration problems will also be framed.
  2. Acquire valuable information about the different relations existing among these elements taking into account physical, geo&logical dependencies.
  3. Codify these information into structures able to provide useful hints about relevance and criticality of each element.
  4. Merge the most significant information acquired into a single multi-graph representation.
  5. Identify a set of metrics capable to represent the degree of network dependability, network service level and impact factor.
  6. Quantify, via the proposed metrics, the degree of inter-dependency existing among the ICT

Ambitious purpose of the project is to assess a strategy to analyse interdependent ICT network thus providing suggestions to improve robustness of the whole system while keeping or even improving the Quality of Service.
The methodology was supposed to be directly tested on an italian representative case-study represented by
the SPC (Sistema Pubblico Connettività) coordinated by the DigitPA project partner. Improvement of the consortium organization was also expected. Due to unilateral withdrawal by DigitPA such activity has been limited to conceptualization and simualtion performed by ENEA (see WPIV)

A complete success of the MOTIA project would be the adoption of the assessed methodology by a wide range of European companies or public institutions.
